The PipeFox2 system is designed to simplify the complex task of managing information while acquiring and maintaining a right-of-way estate. PipeFox2 provides centralized data storage for surface title data, along with landowner data and project management data.
PipeFox2 addresses some of the concerns that project managers have about using a database that are specific to right-of-way projects. These concerns include:

Allowing field agents to use the system on their laptops while disconnected from the Internet, and then letting them connect to the Internet at the end of the day to "push" data to the server

Giving project managers a fine level of control to the type of access that they provide to any particular field agent to the system

Providing the project managers with the ability to audit the work done by field agents so that changes to the database can be tracked and undone, thereby reducing the risk of bad data existing in the database
These advantages provide field agents with the ability to use the computer system in their work environment (e.g. courthouses, land owners' residences, etc.) even though it is unlikely that they will have a reliable connection to the Internet. Also, these advantages give project managers extra protection from potential damage done to the system done by field agents (whether by error or intent), who are often subcontractors that have not yet established a long relationship with their employer.
